What We Do

Deploy Rule IX and other privileged resolution mechanisms to force floor action. We map committee choke points, design floor timing sequences, and build procedural strategies that strip leadership of the ability to bury votes.

Deliverables

  • Privileged resolution drafting & filing strategy
  • Floor timing and sequencing analysis
  • Committee choke point identification
  • Procedural pathway mapping
  • Leadership response prediction modeling

The Constitutional Foundation

Rule IX of the House of Representatives allows any member to force a floor vote on a privileged resolution. It cannot be tabled indefinitely. Used correctly, it transforms minority status into procedural leverage.

When to Engage

  • You need to force action on a stalled issue
  • Leadership is blocking floor consideration
  • You want to create a recorded vote for accountability
  • A constitutional question needs formal congressional attention
